HIPAA and PRIVACY

Congress recognized the need for national patient record privacy standards in 1996 when they enacted the Health Insurance Portability and Accountability Act of 1996 (HIPAA). The Department of Health and Human Services finalized the rule and the date of effectiveness is April 14, 2003.

Goals of the Privacy Rule are as follows:
1) To establish national baseline standards, implementation specifications, and requirements for health information privacy practices.
2) To protect the privacy of individually identifiable health information maintained or transmitted by covered entities
3) To protect the privacy of individually identifiable health information within covered entities, regardless of its form.
